AROUND 60 percent of Filipinos have expressed support on the current administration’s plan to revive capital punishment, according to the latest poll released by the Social Weather Stations (SWS). The survey, conducted from March 25 to 28, found that 36 percent of 1,200 respondents “strongly approve” the proposed measure reimposing the death penalty to heinous crimes, while 24 percent “somewhat approve.” Only 16 percent “strongly disapprove” the proposed measure and seven percent “somewhat disapprove.” Sixteen percent were ambivalent on the matter. The poll results yielded a net approval score of “good” +38, the SWS said. Net approval for the proposed measure was highest in Metro Manila at “very good” +58 (75 percent approve, 17 percent disapprove). It was followed by Balance Luzon at “very good” +39 (63 percent approve, 24 percent disapprove); Mindanao at “very good” +35 (53 percent approve, 17 percent disapprove); and Visayas at "moderate” +25 (56 percent approve, 31 percent disapprove). Net approval of the proposal was highest in class ABC at “very good” +62 (76 percent approve, 14 percent disapprove) and was followed by class D at “good” +40 (62 percent approve, 22 percent disapprove), and class E at “moderate” +21 (50 percent approve, 29 percent disapprove). The House of Representatives has approved the bill that seeks to reimpose the death penalty on heinous crimes related to illegal drugs. It was approved to fulfill the campaign promise of President Rodrigo Duterte to reimpose capital punishment. The SWS noted that only 48 percent have knowledge about the proposal, with 13 percent of them have “extensive knowledge” and the other 35 percent have “partial knowledge.” Ten percent know “almost nothing or nothing” about the proposed measure while 43 percent have “only a little” knowledge. The proportion of respondents with either extensive or partial but sufficient knowledge of the proposal was highest in Metro Manila at 54 percent, and was followed by Balance Luzon (51 percent), Visayas (49 percent), and Mindanao (37 percent). On the other hand, those with either only a little knowledge or almost no knowledge was highest in Mindanao at 63 percent. It was followed by Visayas (51 percent), Balance Luzon (49 percent), and Metro Manila (46 percent). In terms of socioeconomic classes, most of the respondents with either extensive knowledge or partial but sufficient knowledge belonged to Class ABC, garnering 65 percent, while those with either only a little knowledge or almost no knowledge at all was highest in Class E at 65 percent. The survey showed that the net approval on the proposal was highest among those with extensive knowledge about it, posting a “very good” +59 net score (78 percent approve, 19 percent disapprove). The SWS said it was followed by those with partial but sufficient knowledge at “very good” +51 (70 percent approve, 18 percent disapprove); those with only a good knowledge at “good” +30 (54 percent approve,25 percent disapprove); and those with almost no knowledge at “neutral” net zero (33 percent approve, 34 percent disapprove). Presidential Spokesperson Ernesto Abella said results of the survey affirmed that lawmakers are "doing the right thing" to support Duterte’s resolve to push for peace and order and rid illegal drugs and criminality. Abella said Duterte “is determined to fulfill his promise to make a safer and more secure place for the people and eventually pave the way for sustained economic progress to uplift the lives of the Filipinos, especially the poor.” “The latest SWS survey showing the [60] percent of the Filipino people support the proposed death penalty affirms the President’s leadership platform anchored on peace and order, as well as his strong stance against illegal hard drugs and criminality,” Abella said in a statement. “It also proves that the House of Representatives’ decision...to pass the death penalty bill is on the right track and accurately reflects the pulse of the Filipino people,” he added. The survey used sampling error margins of ±3 percentage points for national percentages, and ±6 percentage points each for Metro Manila, Balance Luzon, Visayas and Mindanao.

MANILA, Philippines – President Rodrigo Duterte is taking his fight against media up a notch by formally seeking to block the renewal of ABS-CBN’s franchise.
Responding to questions in a media interview on Thursday, April 27, Duterte accused the network of “swindling.” He claimed ABS-CBN did not show his political ads during the 2016 campaign season though they were already paid for.
“[The franchise] has been there for 25 years. The law said it’s okay, only if you adhere to journalistic standards. What did you do to us? Estafa, swindling, not only me but Chiz Escudero, many of us. Son of a bitch, you collected outright then you commit estafa,” he said.
“So I will file a complaint. Congress, no need to renew it. But to operate is something else, so I will point this out, your garbage, then we’ll see,” he added in an ambush interview right after he gave a joint press statement with Sultan Hassanal Bolkiah of Brunei, who was on a state visit.
Asked if he would “block” the franchise of ABS-CBN, Duterte said, “Yes, if you’re engaged in swindling.”
The President bared his decision to block the franchise renewal days after he signed a law renewing the franchise of ABS-CBN's rival, GMA Network.
House Bill 4349 seeking to renew the franchise granted to ABS-CBN for 25 years is still at the committee level. The franchise will expire in 2020.
ABS-CBN chairman Eugenio “Gabby” Lopez III had earlier sought to allay stockholders’ fears that Duterte’s tirades against the company will affect its franchise renewal, saying the anger of an administration towards media is “part and parcel” of the work of media.
Lopez had assured ABS-CBN stockholders on April 9 that he didn't "anticipate any significant issues" with regards to the franchise renewal, saying the company had plenty of time to work on it.
He gave the assurance to his stockholders after the President, in a thinly veiled threat, said in a public address on March 30 that karma was sure to catch up with ABS-CBN and the Philippine Daily Inquirer for their supposed unfair reports on his presidency.
"Tingnan kung magslant. Ewan ko ba. But someday – hindi ko tinatakot – but someday, 'yung karma, dadating 'yan (See how they slant. I don't know. But someday – I'm not scaring them – but someday, karma will come)," Duterte said nearly a month ago.
ABS-CBN has denied this. Chief Strategy Officer Raymund Miranda maintained the media company's "balanced" reporting.

"From a news and current affairs perspective, we have, and always will be, striving to report in a fair and balanced manner," he said.

“Runway Manila the first pedestrian footbridge going from Newport city to NAIA Terminal 3. This is an air-conditioned footbridge with walkalators and this was begun during December and was finished in April and I think this serve as a great example of what can be done when you combine political will and the private sector when there is cooperation between the two you can complete this infrastructure project at a fast pace,” he said.
The NAIA T3 has the capacity to handle 13 million international passengers annually.
The pedestrian bridge is expected to further ease traffic congestion in the airport and is for the benefit and free use of the public, particularly tourists, who may want secure and convenient alternatives to reach various parts of the metropolis.
Runway Manila is financed by Alliance Global Group, Inc. (AGI), one of the Philippines’ largest conglomerates, with strong interests in the tourism and gaming sector, food and beverage industry, real estate development and quick service restaurants.
“This first of its kind pedestrian bridge is our gift to the Filipino people and increasing number of tourists who come to visit our beautiful country,” said AGI President Kingson Sian in a statement.
The Promise
“This project was done so swiftly, and it has the highest economic return for government. The economic return for the government from this project is infinite because it did not cost us anything,” stated Sec. Villar. “It is a symbol of what can be possible if the government and the private sector are working hand in hand,” he added.
Fresh out of unveiling President Duterte’s Build Build Build program, which combines the efforts of the National Economic Development Authority, Bases Conversion and Development Authority, with the public works, finance, budget management, and transportation departments, in expediting priority infrastructure projects that would benefit urban and rural mobility, economic returns, and tourism potentials, Runway Manila represents the first successful build out of the administration’s revitalized construction blueprint.
“Tonight, as a nightcap to a very hectic day, we inaugurate a completed project. If we are to do a description of all these projects, we are underscoring what our President Duterte would like to do with (infrastructure) projects: ‘Planuhin mo. Umpisahan mo. Tapusin mo.’ (Plan it. Start it. Finish it.),” said Transportation Secretary Arthur Tugade after finishing the first crossing at the new Runway Manila. Referring to Dr. Andrew Tan, he added, “With this project, you have given the Filipino passengers and travelers a new life, a new dawn, a new experience.”
“We are definitely looking at a lot of (government) projects right now, especially those that have a lot of benefits for our core businesses, which are tourism, real estate, and township development,” revealed AGI’s executive director Kevin Tan.

The Department of National of National (DND) will be acquiring a “Pohang” Flight III anti-submarine corvette from South Korea for just USD100. This is possible as South Korea is now in the process of retiring the above-mentioned ship from its inventory.
“We have sent a letter to the Government of South Korea expressing our intent to acquire one Pohang class corvette. We are hoping to receive the vessel within the year (no specific date yet),” DND public affairs chief Arsenio Andolong said in a message to the Philippine News Agency Thursday.

The transfer will be in the form of a donation, however, we will pay a token fee of USD100. The corvette will still undergo refurbishment, the cost of which we will shoulder,” he added.
However, Andolong has no information on whether the transfer will include the ship’s weapon and sensor suites and exact cost of the refurbishment.

But he added that the ship will definitely boost the Philippine Navy’s capability to patrol the country’s territorial waters aside from helping in the fight against piracy and terrorism.
“Pohang” are class of general purpose corvettes operated by the South Korean Navy.
Around 24 were built during the late Cold War and post-Cold War period. Out of this number, 18 are still in commissioned service as of this posting.
These ships are armed with a variety of anti-sub, anti-ship, and anti-air weapons with their accompanying sensor gear and are capable of running to speeds up to 32 knots.

SEOUL, South Korea — North Korea on Wednesday hailed its largest-ever firing drill, overseen by leader Kim Jong-Un to mark a key military anniversary amid high tensions in the region.
Speculation had mounted that the North could carry out a sixth nuclear test or another missile launch to mark the 85 years since the founding of its army on Tuesday.
Instead, the North’s state-run KCNA news agency said the Korean People’s Army marked the anniversary with a “successful largest-ever artillery drill” under the orders of Supreme Commander Kim in the eastern port city of Wonsan.

“The brave artillerymen are mercilessly striking the targets, the way they fire is liberating and their shots are very accurate,” KCNA cited Kim as saying.

The front page showed Kim arriving at the site in his black Mercedes Benz with hundreds of tanks lined up. More than 30 pictures showed the drill in detail with Kim roaring with laughter as he watched artillery fire.
North Korea has ambitions to build a nuclear-tipped missile capable of reaching the US mainland. Tensions have soared in recent months as it carried out a string of missile tests that sparked tit-for-tat sabre-rattling between it and Washington.
Washington has sent the aircraft carrier USS Carl Vinson to the Korean peninsula, where it is expected to arrive later this week for a joint naval exercise with South Korea.


The North has labeled the Vinson’s deployment “undisguised military blackmail” and has threatened to “bury it at sea”.

Aside from Abu Sayyaf Group (ASG) leader Radullan Sahiron, there are other lawless personalities in Sulu who have expressed willingness to surface and surrender to authorities.
This was bared Tuesday by Armed Forces of the Philippines (AFP) chief-of-staff Gen. Eduardo Año who said that “feelers” were actually sent by the bandit leader.

According to [Western Mindanao Command commanding general] Lieutenant General Carlito Galvez and Joint Task Force Sulu commander Brig. Gen. Cirilito Sobejana, there are some personalities in Sulu who are reaching out and saying that Sahiron is wanting to surrender because of health reasons but as of now, there are still no talks, only ‘feelers’,” General Año said in Filipino.
Aside from the ASG chief, Año believes there are still a lot of lawless elements and ASG members in Sulu interested in giving themselves to authorities, adding that this opportunity only needs to reach the right people.
“We believe there are also many others who may just want. As you know, there are lot of ASG surrendering in Tawi-Tawi, Sulu and Basilan. They are seeing now that their fight against the government is useless, the long arm of the law eventually catch up with you,” he added.
The AFP chief also disclosed that now is the proper time for ASG members, tiring of the fight, to surrender as the military will not stop its campaign against them until they are all eradicated.

ZAMBOANGA CITY April 24 (PNA) – The military killed 30 alleged members of the Islamic State of Iraq and Syria (ISIS)-inspired Maute group “in a fighting that has been raging in the last three days,” a military official claimed Monday.
Lt. Gen. Carlito Galvez Jr., Armed Forces of the Philippines’ (AFP) Western Mindanao Command (Westmincom) chief, said a series of clashes erupted between soldiers and the Maute group as the Joint Task Force Zampelan launched air and land offensives against the terror group starting Friday, April 21.
Zampelan stands for Zamboanga Peninsula and Lanao, which is headed by Brig. Gen. Rolando Joselito Baustista.

Galvez said the first firefight broke out at around 6 a.m. Friday after troops encountered a group of Maute members in Piagapo Complex, Lanao del Sur.
Ten Maute members were killed on Friday and another six the next day (Saturday), he claimed.

He said clearing operations continue in the captured camp, which is surrounded by deep running trenches.
Galvez said they believed that the Abu Sayyaf groups from Basilan, Sulu and Tawi-Tawi have established ties with the Maute group since last year.
The continuing operations are also part of President Rodrigo Duterte’s directive for the AFP to destroy the Maute, the Abu Sayyaf and other terror groups within six months.
The focused military operations in Lanao del Sur were closely coordinated with the Moro Islamic Liberation Front and the ceasefire mechanism.
